Land Use Plan Update

In January 2012, Port Metro Vancouver began a four-phase process to update its Land Use Plan. The renewed Land Use Plan will provide a framework to guide the physical development of Port Metro Vancouver’s lands and waters over the next 15 to 20 years. The Canada Marine Act requires every Canadian port authority to have a land use plan that contains objectives and policies for the physical development of the property it manages.

Port Metro Vancouver’s current Land Use Plan is a compilation of three separate plans from each of the region’s former port authorities that amalgamated in 2008 to form Port Metro Vancouver. This new Plan includes updated land and water designations for areas within the Port’s jurisdiction. These updated designations reflect the current and intended uses for each site under the Port’s jurisdiction, as well as environmental and other factors specific to that site.

The Land Use Plan is important to everyone in Greater Vancouver because it will guide the Port's decisions about the lands and waters within its jurisdiction (across 16 municipalities and one treaty First Nation territory).

Our objectives

The objectives for the new Land Use Plan are to: 

  • Guide the physical development of the Port
  • Provide direction to Port staff when reviewing development proposals
  • Assist Port tenants in identifying areas to locate or expand their operations and investments
  • Facilitate coordination of land use and transportation planning with external agencies
  • Provide neighbouring residents with greater clarity about activities and uses that may occur on Port lands
  • Communicate the Port’s intentions of growing in an environmentally, economically and socially responsible manner

Our vision

In 2010 and 2011, Port Metro Vancouver led a strategic visioning process called Port 2050. Our goal was to engage representative parties with a stake in the future of the Port to help us create a vision for our shared future by exploring two key questions:  

  • What is good growth for the port and its stakeholders?
  • What will the port look like in 20 and 40 years?

The outcomes of the Port 2050 process will guide future business priorities, shape new initiatives and ultimately transform every aspect of Port Metro Vancouver’s operations, beginning with the revision of our strategic vision and mission statements.

As one of the first steps towards implementing our strategic vision, we are embarking on a two-year process to update our Land Use Plan. The new Plan will articulate the Port’s policies on land use and development, and identify the types of uses appropriate on land and water across its jurisdiction.

Our process

During our process to update the Land Use Plan, we will engage and consult with port stakeholders and partners, our tenants and customers, and First Nations as well as the wider communities in which the Port operates.  There are two purposes to the consultation:

  • To share information about the Land Use Plan with those it may affect; and,
  • To listen and learn from these same people so that we may shape land use policies that strike an appropriate balance between the broad range of interests, perspectives and knowledge we know exists.
